what is an example (specific type of program) that falls under "justice reinvestment", and 2) how should we, ethically, balance the extreme cost of some of these programs with the often moderate--or even minimal--effects they have on reducing crime. In other words, where should we draw the line in what we offer or provide to assist potential or actual offenders (under the philosophy of rehabilitative or reintegrative justice, or in the realm of preventive programming for 'would-be' offenders), the cost of which falls squarely on the taxpayer?
