What is the difference between an ethical administrator and a responsible administrator?

There is no difference, an ethical administrator is the same as a responsible administrator?

A responsible administrator simply follows orders, but does so in an honorable manner. An ethical administrator is motivated to help and can justify their actions.

A responsible administrator knows their role and is able to explain and jutify ethical decisions. Ethical administrators mean well but may not know how to justify their actions in relation to their role.
