When trying to determine the root cause, she wondered who is to blame. She looked at her various operations within the plant, but it was not clear how to tackle the problem of slowing activity. The plant's employees are unionized and the union steward is pushing the Operations Manager to determine a course of action. Employees are concerned about the plant's success and survival.
