Firstly. evaluation can provide an evidence-based analysis of whether or not the policies are effective (i.e. reducing recidivism or improve community safety) and whether the organization's evaluation is spending resources sensibly rather than more ineffective values. Similarly, evaluation can increase accountability and/or transparency, which could build the ties between the criminal justice organization and the community it serves. When the organization evaluates practices or policies publicly, it can promote equity, community trust, or accountability.
The foundation of policy evaluation is research. Policy research will, as mentioned earlier, be the basis to use evidence based decision-making. Policy research will also provide an avenue to not only measure the strengths and weaknesses of a policy, but cement monitoring the more broader implications to society , the economy, or cultural implications of a policy. For example, a research evaluation of rehabilitation versus incarceration research can provide potentially very valuable evidence that can shape a policy reform or reform management practices.
