What will you evaluate? How will you evaluate it? In order to answer these two questions, you will need dataall kinds of data. Typically, people think of data as numbers, but the concept should not be that narrow. Data needed for evaluation metrics could be hard numbers, but they could also be feelings. Data can be qualitative or quantitative. Whatever metrics you choose, the decision will need to be made very early on. In fact, one of the stakeholders should be the person or group that holds the data sources you need for your metric monitoring. Get the team to consider the following questions:

What do we want to know?

How will we know we have been successful?

What specific kinds of data will we need?

Do those data exist? If so, where? Who owns them? Can we get them?

How should we display the data?

How often should data be collected? How often can they be collected? Who will collect them?

Do we need permission to access the data?

What resources do we need?

Then, create a data plan that includes these items (and more as you see fit).

The data plan should include a detailed description of the metrics you will use to evaluate how well the change effort and evaluation have been implemented.
