When budgeting is zero-based, it means a budgeting method is applied where every expenditure must be justified. When a principal designs a project from a zero-based budget, they start with every potential expenditure having an assumed value of zero. Principals must request funds for the project using a detailed plan that describes what every dollar will be allocated to and what the benefits will be for the use of those funds.

Explain a proposal for a campus-wide zero-based service project that integrates technology and utilizes free and appropriate external resources, online communities and resources, possible partnerships, and materials from vendors. Be sure to address the following:

• All aspects of the project developed are to be based on zero-budgeting processes,
• which should include all costs,
• possible field trips
• supplies.
• Justify the proposed expenditures by explaining exactly how campus culture or student learning will be enhanced from these expenditures.
