When taking action on a system or on a process it is important to involve as many users as possible As Joint responsibility is different than divided responsibility, a change in a system must include joint responsibility in the change $($Deming$,2018).$ Involving the customer or end user of the product is the best avenue to finding the result required.$$ Involving the management allows for a more efficient system internally.$$ Deming writes about Management By Objective $($M$.$B$.$O$.),$ this is where objectives are parceled out by division $($Deming$,2018).$ The organization that allows for M$.$B$.$O$.$ is sharing the burden of success throughout the organization.$$ The involvement of each division in this success is a great example of involving all parties in the system.

The more departments that are involved in a change within a system, the more communication becomes essential. Management must understand this and work to develop easier methods of group communication.$$ This in turn allows for a better outcome for the company and a better product for the end user. $$Failure of management to comprehend interdependence between components is in fact the cause of loss from use of M$.$B$.$O$.$ in practice.$($Deming$,2018).$ The customer needs meshed with management$$s understanding of how the system must operate creates a working system.$$ Each change to that system requires input from both parties, management and customers.
