Step $2$ If the bill is passed, the executive branch proposes a budget and the agencies that will institute the $$ necessary to put the law into effect.

Step $3$ Members of Congress decide whether the funding to finance the agencies' programs and to implement and enforce the law, as proposed in Step $2,$ should be approved.

Step $4$ Upon approval, the law can go into effect. However, if any individual, business, or organization files a suit claiming that the law violates constitutional rights and responsibilities, it will go to the $$ branch for further review.

Note that converting a bill introduced in the U$.$S$.$ Congress into a law is a complex process. For example, environmental bills are often evaluated by as many as ten Congressional committees, and lobbying from various groups$-$whether for or against a law$-$can drastically alter the time it takes for a law to go into effect.
