Paradise municipality has ring-fenced its waste treatment, landfill site and all related waste collection services in a separate company called Zibi (Pty) Ltd of which it is the sole shareholder. All waste treatment facilities (including landfill sites) and waste removal infrastructure and assets (i.e. trucks, etc.), became the property of Zibi (Pty) Ltd (Zibi), and all relevant employees were transferred. In terms of a thirty-year service delivery contract, Zibi provides to the Paradise Municipality all sewage treatment and waste removal and treatment services, bills customers, collects revenues, and acquires and maintains capital assets. Zibi as contractor provides these services and is fully accountable to the Paradise Municipality as shareholder in terms of normal business principles. This organisational architecture is aimed at insulating service delivery operations from other interference. A new solid waste treatment facility is required, Zibi has requested bids for an integrated solid waste treatment facility designed on the principles of the National Environmental Management Waste Act 2008 (Act 58 of 2008) namely Reduce, Re-use, Recycle & Compost, Create Energy/Energy Recovery and Dispose and are pursuing a Design-Build, Operate and Maintain contract. Zibi would want this new landfill site to be powered by green electricity and therefore they are also requesting bids for a 140MW renewable energy/electricity generation complex and are pursuing a Design-Build contract.
