Which should come first the hypothesis or the data?

Background: After listening to the podcast, I thought about Dr. Firestein's method of generating hypotheses. He said that his students looked at the data and then made predictions. I learned in a previous statistics course that a hypothesis should guide data collection not the other way around. Our textbook also recommends generating a hypothesis before collecting or analyzing the data which it's step 4 in the scientific method (Privitera, 2020). What do you guys think?
