Working in a group, develop a full-scale exercise for your organization or community. The size and scope of your exercise can be whatever you need it to be in order for you to complete the assignment. You can involve as few or as many agencies as you feel necessary, however, each group member must represent a different stakeholder or agency. Each group member will identify their organizations priorities for the exercise as well as contribute to the final exercise design. For the purpose of this assignment you are required to complete 14 tasks that relate to your functional exercise: 1. Scope Define the scope for your exercise. You can use the sample scope worksheet from the Boxcar Blues exercise as a guide. Make sure you include the following scope items: Type of exercise Hazard/situation Functions/activities Agencies involved Personnel (level or position) Geographical location Key details (date, time, weather conditions) Proposed budget Exercise date 2. Purpose statement Using your scope definition, develop a purpose statement for your functional exercise. 3. Overarching exercise objectives Using the SMART model, develop three (3) overarching objectives for your functional exercise. 4. Agency-Specific objectives Develop three (3) agency-specific objectives for one (1) of the overarching exercise objectives that you developed for your functional exercise. 5. Agency-Specific expected actions Develop five (5) expected actions for one (1) of the agency-specific objectives that you developed for your functional exercise. You can develop quantitative or qualitative criteria, or a mix of both. 7. Major & minor events Develop one (1) major event and then develop five (5) minor events related to that major event. 8. Exercise site Using the Site Selection Questionnaire, identify a proposed site for your functional exercise. 9. Master sequence of events list Using the master sequence of events template, develop a master sequence of events list for your functional exercise, showing five (5) events. 10. Simulation cell messages Using the message template, develop five (5) simulation cell messages for your functional exercise. Identify the types of information players would receive in the real world and the channels by which they would receiving it. Use these details to craft messages that are realistic. 11. Player handbook Using the following table of contents as a guide, develop a Player Handbook for your functional exercise that includes materials for the following ten (10) items: a. Handling instructions b. Exercise name c. Proposed date and location d. Description of scenario and hazard e. Exercise design team f. Exercise schedule g. Exercise rules h. Exercise code of conduct i. Communication instructions j. Artificialities 12. Controller & evaluator handbook Using the following table of contents as a guide, develop a Controller and Evaluator Handbook for your functional exercise. The first ten items in the table of contents are the same as the table of contents for your Player Handbook. You are not required to recreate these items. Develop the materials for your Controller and Evaluator Handbook that are listed below starting at item #11: a. Controller instructions b. Hot wash instructions (general) c. Evaluation instructions d. Hot wash instructions (for evaluators) 13. Exercise evaluation guide Develop one (1) Exercise Evaluation Guide for your functional exercise. 14. After action report table of contents Develop a table of contents for your After Action Report. Identify five (5) items that you plan to include and provide a brief explanation of why you have included each item.
