Write a function that takes a 2D array as an argument, the array consists of 3 columns: the patient ID as the first column, his temperature as second column, the third column represents if the patient has cough (1) or not (0).

The function:

- checks each patient, if the patient temperature is more than 38 and he has cough, the patient diagnosed as positive, otherwise he is diagnosed as negative.

The function returns a 2D array which first column is the patient id and the second column is "p" or "n" according to his diagnosis.
