$-$ The maximum number of vehicles that lot $($B$)$ can handle is $10.$

$-$ If lot $($A$)$ has empty spaces, the green light $($D$0)$ is on$.$ When lot $($A$)$ is full, the red light $($D$8)$ is on$,$ and the new coming vehicles are routed to lot $($B$).$

$-$ Lot $($B$)$ can NOT be used unless lot $($A$)$ is full.

$-$ If lot $($B$)$ has empty spaces, the green light $($D$3)$ is on$.$ When lot $($B$)$ is full, the red light $($D$11)$ is on$,$ and no more vehicles get into the garage.
