Juveniles are still developing, and we can address the underlying issues that caused them to behave the way they did. That is, unless it is a serious crime such as felony murder. Second would be restitution, as it focuses on compensating the victims of the crime. This is important for them to get closure while the juvenile is taking accountability for their actions. This can help restore trust that they may have lost. Third would be deterrence as it prevents the juveniles from behaving criminally in the future. Fourth would be incapacitation as the juvenile may be dangerous so it is best to remove them from the community to ensure the safety of others and themselves. Last would be retribution as it is the punishment that is given for a criminal act and that has been found not to work well for juveniles.
