It was aimed at economically stabilizing and strengthening the competition among financial institutions by providing a means for the informed use of credit. A primary purpose of the Act was to protect consumers against inaccurate and unfair billing practices and to facilitate the informed use of credit by requiring the disclosure of credit terms in such a manner that consumers can readily compare the various terms available from different lenders. In addition to the disclosure of credit terms, The Truth-in-Lending Act provides the consumer homeowner with a right of rescission. The right of rescission gives the consumer, whose principal dwelling may be encumbered to secure a real estate loan, a three-business-day cooling-off period to consider the transaction and to cancel it for any reason without penalty."
