Across the last half of the 20th century and early 21st centuries, the Executive branch of government, namely US presidents, conducted frequent overt and covert warfare without Congressional debate. This is despite the fact that the Constitution says only Congress has the power to declare war. At the end of the Vietnam War, Congress passed the “War Powers Resolution” in an attempt to restrain excessive power at the White House, yet presidents continued sending troops into conflict with little of no input from Congress. After 9/11, the US fought its longest wars in Afghanistan and Iraq. Do you think US wars in Afghanistan and Iraq reflect excessive White House power? Why or why not?
