Please note that this evening upon observation from staff, youth Jihsaad N appeared to be under the inlfuence. Unfortunately this is several times per week, youth was assessed by nursing and on staff nurse also agreed that youth should be sent out for further testing. Upon completion of the documentation by nursing youth Jihsaad refused to go out for testing and later reporting that his test would "come back positive". Essentially Jihsaad continues to be non-compliant with program rules and expectations surrounding contrband and the use of illegal substances. Please advise if this is a violation of the expectations setforth by JISP in which he is court ordered to comply with?
