You are taking over as the new Program Manager (PM) assigned to a joint (and potentially international) major defense acquisition program. The program is designing, developing, and integrating a system of systems. The Milestone Decision Authority (MDA) recently approved the Material Development Decision (MDD) authorizing entry into the Materiel Solutions Analysis (MSA) Phase. In addition to the MDD, other required documentation (e.g., validated Initial Capabilities Document) was generated from the Joint Capabilities Integration and Development System (JCIDS). The MDA designated the Navy as the lead service. The program is a New Start; it has not yet been addressed in a President's Budget Request, but based on initial cost estimates, it is expected to be designated an Acquisition Category (ACAT) I program. The program will use advanced technology and an incremental acquisition strategy, with at least one additional increment planned after this initial increment
