You are tasked with designing a Dispute System for a multi million dollar construction company 'C Group'. The organisation has many building projects on the go at the one time. C Group employs Project Managers and Site Foremen and then the work done on their sites is by subcontractors.

There have been a few disputes recently between subcontractors and the organisation; many of the C Group Foremen feel like their discussions with the subcontractors are falling on deaf ears, that they tell one of them something (a specific trade), but the next day the same problem arises (within the same trade). This then means that the Foremen are frustrated and can become confrontational in their communications with the subcontractors.

There have also been some heated conversations between subcontractors from different trades, which the Site Foremen are only hearing about in passing conversation on site. Quite frankly, the Site Foremen don't have time to play mediator between subcontractors. Language barriers seem to be a cause of some of the tension.

C Group relies on many of their specific subcontractors to be able to complete their building projects, so they need to keep a good relationship with them and keep them happy.
