The subject refused to put his hands behind his back and is taken to the ground reasonably to effect the arrest. While on the ground, the subject refuses to put his hands behind his back and you witness your partner apply force to the groin area of the subject, causing him to scream out in pain, but eventually comply. When the subject stated his groin was hurting badly, your partner states adamantly that he was applying pressure to the leg of the individual, not to the groin.
