1. First, create a list of stakeholders essential to an all-inclusive process.

2. Next, identify the issues that are important to each person or group.

3. Then, establish what constitutes a “win” for each of these people.

4. Next, identify the people who best represent each viewpoint – who do you want to contact to represent this group?

• Who are the stakeholders in this process and how can oversights be avoided that might later lead to criticism?
• What are possible sources of bias?
• What constitutes involvement in the process? Attending meetings? Responding to inquiries? Advocacy strategies?
• How much stakeholder involvement is enough, in terms of quantity and in terms of representation? For instance, how many stakeholders need to be represented?
• Given limited resources to support stakeholder involvement, what are the tradeoffs between quantity and quality?
