You work as a System Engineer for a large, multinational company. This company has government contracts with different military bases to provide a variety of services, and you work at one of these bases. The company itself has a relatively relaxed policy regarding computer usage, however, the computers in use at government sites have STRICT policies in place to ensure computer usage is for business purposes only. For that reason, your team has been asked to deploy a software tool to monitor and record all Internet traffic for the site.

Once the system is deployed, you and your team have the ability to watch where each user goes online in real time as well as the full usage history from the time the system was brought online until present. You also have the ability to redirect users from one page to another. You have some fun with this feature during testing, but that is another issue entirely :$)$

The intention for the system is that if Human Resources $($HR$)$ has concerns about an employee, they can submit a request for their Internet history. However, one of your co$-$workers has started using the tool gratuitously to watch what other co$-$workers have been doing online. At first they only watch during their lunch breaks. Then they start watching in the morning when people are first getting in to work. Finally they simply have the app open all the time in a second window so they can watch all day long. When there is something really interesting, they even invite you over to check it out.

In this situation, your co$-$worker has been granted full access to this data because of their job role. They are still getting their other work done, though they might be distracted a bit. And some of the things they find ARE rather interesting.
