Generate behaviorally anchored ratings scales. Using the effectiveness values for the behavioral incidents that survived your CIT, select incidents to anchor rating scales for each dimension. Make each rating scale the same number of points as the number of categories you used in generating levels of incidents. For each dimension, use effectiveness values to identify behaviors to define points on the scale. If possible, an ideal behaviorally anchored scale would have behaviors at each point on the scale. If this is not possible, try to have at least behaviors that define the middle and ends of each scale.
