The project is slightly behind schedule and over budget. One of the key problems has been that the project team put together for this project has experienced some turnover and has had to add new people who are unfamiliar with the project and the other team members. In addition, most of the original team members had not worked together much before they joined this team. The project requires the creation of a new application using software that the team was unfamiliar with in the beginning.
