New passports require the applicant to submit original documents, and these must be verified in person by a government official. Given the following description, develop the flow diagram for issuing new passports. Individual applicants who want to get a new passport visit one of 70 local passport offices scattered across the country. They then fill out an application, which was either picked up in person, or downloaded from the Internet. The official examines the application and passport photos, and checks the supporting documents. If correct and complete, the supporting documents are scanned and returned to the applicant, along with a confirmation notice. Otherwise, the applicant is asked to return at a later date with the missing documentation. The official then submits the application package through government courier to the central passport office (CPO) in the nation's capital.
Once the package is received at CPO, an associate separates the various parts of the application, and scans and digitizes these. Another associate, using a desktop client

computer, then retrieves the electronic images, and transfers the information on the form into the appropriate database. For a certain fraction of applicants, another associate is assigned to telephone and check the applicant's references. (A supervisor handles any problems arising from either the data entry or references, and a small percentage of applicants are rejected at this stage.) Following successful completion of these steps, the passport information is sent to the production department, where the digitized information is printed, the passport is assembled, and the passport is packaged for shipment back to the local passport office. After arriving there, an official phones the applicant, who then is required to pick up the passport after showing the confirmation notice.
