Pick a state other than Pennsylvania and find out:
1 Whether that state uses a grand jury to indict
2 Whether the use of an indicting grand jury is optional or mandatory
3 Whether grand juries in that state have been assigned any specific tasks other than criminal investigation and/or indictment
4 Whether you think the use of a grand jury impacts the fairness of the criminal justice process and why.
