These three managers have performed at relatively the same level throughout the two years preceding the promotion decision, making it very difficult for management to gauge which one is most deserving of a promotion. It decides to try expectancy theory, which looks at motivation, as the basis for making the decision. The company uses a companywide survey to determine where its managers are really promoting positive behavior and where they might be using hardhanded techniques to reach their division’s goals. The results for the general population for the three manager’s divisions are stated in the table below.
