Many states have enacted consumer protection laws that go beyond federal laws. Suppose that Florida enacts a new consumer protection law that forces all apartment and homeowners who offer short-term rentals through Airbnb to comply with certain regulations. A property owner must obtain a business license to list a property on Airbnb. The owner must also register with the local housing office in the relevant county or city and file a state income tax form created especially for Airbnb rentals. In addition, the property must pass an annual fire inspection, for which the owner must pay. 

1. The first team will compare an unregulated Airbnb situation with the newly created regulated Airbnb situation. The team will determine whether the expected number of Airbnb rentals offered by apartment and home owners will stay the same, fall, or increase.

2. The second team will look at the burden placed on local governments by the new regulation.

3. The third team will list of all of the benefits of the regulation.

4. The fourth team will outline who will incur the costs of the regulation.
