Mineo was a member of the state highway patrol working a stretch of I-44 near Springfield, MO. Late one night he stopped a brown westbound sedan for not signalling a lane change. In interviewing the driver, Mineo became suspicious due to the driver’s inconsistent answers to Mineo’s questions. Finally Mineo asked if he could search the vehicle, and the driver consented. Mineo found $500,000 in small, unmarked bills in the trunk. The driver said that she had answered an ad in a Chicago paper wanting individuals to drive cars to Phoenix, and that the property was not hers. A phone call to the number the driver had in her possession was answered, but the party hung up upon Mineo identifying himself. Thereafter, no responsbile party could be reached to claim ownership of the $500,000. Who should retain the $500,000 until the true owner is found?
