When facing problems with particular employees, some managers prefer to generally inform the work group about a new policy to deal with the problem or to remind everyone about relevant existing policy.

In terms of keeping up morale for the work group overall and ensuring adherence to work requirements, is this indirect approach a measured way to keep everyone in line with expectations? Or would it be preferable for a manager to deal more directly and immediately with those employees violating work rules?
