The first issue is the number of concession stands. Just considering the standard level of service, make a list of the advantages and disadvantages of having fewer and having many stands. Make sure your list addresses the objectives you set for your standard service process— both efficiency and effectiveness objectives. Also, specify the KPIs you will use.
