7. Proposal resources. Are appropriate resources available to prepare a quality proposal? It is not enough for a contractor to just prepare a proposal. It is imperative that the proposal be of sufficient quality to have a good chance of winning. To prepare a quality proposal, a contractor must have the appropriate people—that is, resources—to work on it. If the contractor’s organization does not have the right resources available to prepare a quality proposal, the contractor should make arrangements to secure other resources to ensure the best possible proposal. A contractor should not use inappropriate resources to prepare a proposal just for the sake of submitting a proposal.

Submitting a poor quality proposal can leave the customer with a negative impression, which can hurt the contractor’s chances of winning future contracts from that customer.
