A concerned citizen calls the Cleveland Police Department to report that he just saw a boy playing with a gun at a park. The concerned citizen stated to the dispatcher that he believed the gun to be a toy. The dispatcher’s ends a unit to investigate, never telling the officers that the person calling in this report believed the gun to be fake.

The police drive up to Tamir Rice, the boy brandishing the gun. Tamir Rice was immediately shot and killed by an officering training outside a Cleveland Recreation Center; Tamir Ricewas 12 years old at the time.
