Organizations operating in a highly regulated environment, have a need to demonstrate that they have mitigated the many risks that threaten them to a reasonable level. To do so, they implement a technique of assurance layering to get the risk mitigation they need or desire.

One common example of this strategy is the Three Lines of Defense model.
