Scenario: A small group of Edmonton-based construction company owners banded together to build an airstrip from which they could fly their crews in and out of their many isolated northern construction sites. The project was approved by the local government after several poorly attended public consultation meetings revealed no substantive objections to the project. The airstrip was built in a matter of days and within two weeks 10 to 15 flights per day were landing and taking off from the strip. A dairy farmer adjacent to the strip complain to local government that his dairy production was down 25% since this trip opened. Further, he claimed consultation had not been adequately publicized and he had been unaware of the public meetings. Extensive empirical research has shown that close proximity to air fields is detrimental to dairy production. Local government responded that the consultations had been advertised in a local newspaper, posted on its website and a letter sent to all landowners within 2 km of the proposed airstrip.
