70,000 students in Uganda leave secondary school each year and are qualified to go to higher education. However, only 35% of them (roughly 25,000) can find places in the limited number of higher education institutions (private and public universities). Lack of access to higher education would mean that many of these young people may either migrate out of the country or end up in low-paid jobs hence undermining the sustainable development of the country as well as its economic development and social justice.

In 2022, the ministry of education is calling on private universities to participate in a bid to increase access to higher education studies from 25% to 50% in the next 5 years (2022-2026). It is estimated that the country will need to recruit 5500 university instructors within the next five years to maintain the quality of provision (monthly salary 1000 US-3000). Additionally, as the University of Makerere (established in 1922 and the oldest university of the country) is accommodating half of the total student population currently (some 38,000), the Ministry of Education aims to have at least two branches of the winning private university in Kampala and two others in Nansana and Kira Town (both in central region). The Ministry of education is providing a grant of 10 M US$ to the winning private university for all activities that can help the country accommodate at least 50% of the student population in higher education by 2026 (no population change is envisaged and the graduates from secondary school will consistently remain 70,000 annually for the next 5 years).

The issues with such a large-scale and 5-years plan- according to your baseline analysis- include: lack of trained and high-quality university instructors; low salaries; irrelevance of university education to the job market of the country and the global market; lack of libraries and access to digital libraries; and a high inflation rate of 5% annually in the country.

As the owner of an important European private university network, you need to develop a logical framework and present it to the Ministry of Education. Your logical framework should include all related elements and provisionary calculations of budget so that you can win the bid.
