The data was collected as part of the Home Mortgage Disclosure Act, a law designed to monitor minority access to the mortgage market. The initial results showed discriminatory mortgage denial rates. However, the original data collected limited variables (e.g. no credit history), leading to extensive debate about the strength of the evidence. To address this shortcoming, the Federal Reserve Bank of Boston asked lenders to collect more data. The fuller data sets have been examined extensively as part of an effort to ensure equal access to the mortgage market.
