1.4 Read the following mini case study and answer the question that follows: In August 2011, a report was tabled in Parliament about the absenteeism of teachers. It was found that 144 teachers were on extended sick leave. In the Eastern Cape, there was one teacher who was on sick leave for five years at a cost of R2 million. The cost of the 144 teachers on sick leave is R34,4 million, and if the salaries of temporary teachers replacing them are added, the figure doubles. Thousands of teachers continue to be on the governments payroll despite having been on incapacity leave for years (The Star Workplace, 23 May 2011).
