1.MarkAnthony Developments obtained planning permission to build a subdivision in Toronto in 2011. As part of the permission process, MarkAnthony promised to set aside some of the land as parkland or to pay green-space fees to the municipality. This document was required by provincial legislation to be by way of a formal deed. In 2012 , the municipality of Toronto discovered that MarkAnthony had neither set aside parkland nor paid the green-space fees. The typed document was sealed by the municipality with its municipal seal. MarkAnthony's name was typed in, but there is no evidence that a seal was ever applied or that he signed it.
