For purposes of counting carbon atoms, you may ignore the phenyl groups of a Wittig reagent. That is, you are permitted to use Wittig reagents. First write out a "retrosynthesis." Identify either the 1) functional group transformation (use your reaction notecards) or 2) carbon bond forming reaction (grignard, wittig or cyanohydrin) needed to go "one step backward." Keep writing out "one step backward" until you reach a molecule with only two carbons - often this might be acetaldehyde or ethylene oxide (epoxide of ethane).
