The project must focus around the development, launch and implementation of a national referral network which will offer membership to all other Estate Agent companies at an annual fee. You have been given a budget of R$1\mathrm{.}5$ million, and a period of one year in which to complete. You must use the four IT Specialists of the organization as project resources, but can specify the rest of the human resources you may require.

Scope of the project includes development and implementation of the pilot programme, at five of the company offices, selection and training of system administrators and a sustainable implementation of a system maintenance plan. Excluded is the provision of additional computer equipment and ADSL internet lines at each of the $5$ offices.
