3. In the event UHS opens new or different facilities, employees shall be given the opportunity to volunteer for placement at these satellite location(s). If the number of qualified volunteers exceeds the number of jobs available, the most senior qualified volunteers shall be selected. If the number of qualified volunteers is less than the number of positions that must be filled, the least senior employee(s) with the requisite skills may be assigned to the satellite location(s). Section 4. The Union may designate up to five (5) Stewards who shall have super seniority for purposes of layoff and recall so long as there is work available which he/she is qualified to perform. Such use of super seniority shall not jeopardize patient services
