Question:
A 16-year-old deaf boy is arrested, handcuffed and imprisoned in municipal headquarters for driving without a license. To all the questions asked, the young man responded "yes" gestures.
Resolution of the case: guilty.
At all stages of the criminal process, a person who is deaf or suffers from a condition that prevents him from communicating effectively will be guaranteed the right to communicate with his attorney and to collaborate with his own defense. In order to achieve this objective, the court will take measures to guarantee this right. At the defense's request, it was determined that the young man's handcuffs would not be removed. He would also not be given the opportunity to communicate through sign language, as no one had the knowledge to be able to do so. However, the young man answered "yes" to all the questions.

As a professional in the Public Security and Criminal Justice System in Puerto Rico, what laws do you understand that you would need to know in depth for the protection of the deaf and people with speech and language problems?
Now that you are aware of the laws that protect the deaf community, how would you have handled this case with the hearing-impaired young man?
Was there discrimination with the young audio disabled? Explain
What did the court and public officials fail?
Which law of those studied in class would apply in this case?
