A client has asked Andy Agent to complete a certificate of insurance $($COI$)$ form, furnished by the client, that is not a standard Association for Cooperative Operations Research and Development $($ACORD$)$ COI. Andy tells the client he cannot complete the form without the insurer's approval. Andy's proper decision to refer the form to the insurer is based on all the following reasons, EXCEPT:

b$.$ Non$-$ACORD forms refer to the "issuing insurer," and as an agent of an insurer, Andy might not have a right to sign this form.

c$.$ The agency agreement between Andy and the insurance company probably does not authorize Andy to issue this form.

d$.$ The amount of time required to sign a nonstandard COI form would be impractical.
