use MATLAB and pls follow these guidelines , i have such data idk how to load in matlab it has these heading and their corresponding values:

so if it was just the second column to load itd be easy but since there is the first one as well the first idk how to do load them as the question asked (mm:ss:SSS format, matrix). Name of my file is: GSR_FEAR.csv

b) Develop a function to implement a 3rd order median filter (median of three neighboring values) to get rid of the spikes from the raw data. Use the filter to process your data by a 3rd order median filter. The function must plot the data before and after filtration.
