A hotel manager, to provide for enhanced facility security, decides that it is best to lock all stairwell doors on every floor so that persons in the stairwell cannot get from one floor to another via the stairwell. In case of a fire or other emergency they can exit into the stairwell from their own floor but have to stay in the stairwell until they reach the ground floor (first floor). Note that standard practice is to have a locked panic bar on the first floor door that exits to the street. This locked first-floor door allows those in the stairwell to exit to the street but not to come in from the street through that same door.
