1. A Procedure that inputs old_Manager_ID and new_manager_id. This store procedure will update all the departments with the old manager ID to the new manager id which is supplied as input parameters.
2.  a statement in the store procedure that will update old_manager_id to new_manager_id for all the departments.
3. Use returning clause to return all the updated rows by the update statement.
4. Show execution of the store procedure.
