A well-intended local mayor decided to do something about the problem of juvenile delinquency that was growing in her city. She read somewhere that children growing up in fatherless homes causes delinquency. So she started a program to provide male adult mentors to all the youth who showed up in juvenile court for delinquent crimes. She ran into three difficulties. First, she found that although it was true that many of adolescent delinquents in her program did not have fathers in their homes, most of the kids in fatherless homes never committed crimes. Second, after providing the mentoring experience, even among children in fatherless homes, some children continued to commit crimes. Finally, to her horror, there were several instances where the male adults that volunteered to work with the kids turned out to be child molesters and victimized some of the children. The whole program was quickly shut down and her political opponent used the assaults these victimized children reported to defeat the Mayor soundly in the next election.
