All the theft is wrong whether it is small or big. There should not be any thefts especially in the workplace. Employees are required to trust both their managers and coworkers. But if there are thefts in the company, the work environment will suffer a lot. There should be a zero tolerance policy for all kinds of theft from small to big.

For this, the company should give training to their both existing and the new employees in a periodically basis about what is theft in workplace and what it comprises of$.$ Most people think theft as just stealing money from others, or the company, but not considers stealing notepads, pens or staplers. The clear definition of theft includes all these and the company should have no tolerance policy for all the workplace thefts.
