An organization can encourage honest behavior among its workers by setting that expectation right at the first meeting, the interview. You must make it known that one of your core values is honesty and then follow through with that by making sure it's clearly written in your handbook and policies. One way to keep people honest is to tell them that they are being monitored on their computers which is pretty standard in this day and age. This is a simple way to monitor to see if people are using sites that they are not supposed to, stealing from the company or to ensure productivity on company time. You could use behavioral or situational interview questions to try to determine how a potential new employee would respond to an ethical question. You can also ask for references both personal and professional and see what those people have to say about that person. A background check is also a must because this will tell you for sure if someone has things on their record that would indicate that they may not be trustworthy such as theft on their record
